Who's Your Neighbour?

Photo Competition

Rules & Regulations

  1. The competition is open to all Singapore Citizens, Permanent Residents and residents of Singapore.
  2. Participants must send in photo entries that represent the uniqueness of the neighbourhood, and/or tell heartwarming stories of their neighbours and neighbourhood. This could include images of landscapes, cultural customs and practices, buildings, museums, food, people, and the sights, sounds and scenes from daily life. The list given here is only an example and is non-exhaustive.
  3. Participants may only participate in one category, either the Youth (25 and below) or Open Category.
  4. Regardless of the number of entries submitted by the participant, he/she will only stand to win one prize in the categories. However, he/she may receive the “People's Choice Award” on top of any prize won if his/her entry receives the most number of public votes.
  5. Entries must be the sole, original and unpublished work of the participant and copyright owner.
  6. Digital manipulation that distorts the reality of the photos will not be allowed for all categories. Only basic enhancements such as sharpening, contrast adjustment, converting colour images to black and white will be allowed.
  7. For images taken on film, it is the participant's responsibility to scan the image into digital JPEG format.
  8. Entries must be in digital JPEG format.
  9. The longer side of all digital images must be at most 2000 pixels long. All digital images must have a resolution of at least 72 dpi and saved with minimal compression. The file size of each image submitted has to be 4MB and below.
  10. All winners are required to provide the original negative/positive or high-resolution image file with exchangeable image file (exif) information intact.
  11. Any submission containing or implying pornographic, slanderous, obscene, vulgar or objectionable content will be immediately disqualified.
  12. Any entries that have won a prize in any previous international or national photographic competition will be disqualified.

13. About the Open Category
  • Photographs can be taken with any camera, including phone camera.
  • The entries will be judged for its originality, creativity, content and technique.


14. About the Youth Category (25 and below)
  • The category is open to all students at any academic institution, aged 25 and below as of 1 June 2009.
  • Photographs can be taken with any camera, including phone camera.
  • The entries will be judged for its originality, creativity, content, and technique.


15. About the People's Choice Award
  • Judges will select the top 50 entries from both categories for display at the Singapore HeritageFest. The public will be allowed to vote for their favourite photo from these 100 entries and the entry with the most number of votes in each category will win the “People's Choice Award”.


16. Submission
  • Each participant may submit a maximum of 6 photographs in either colour or monochrome.
  • Each entry must be accompanied with a caption of not more than 100 words on what the photo represents to you. Participants would be required to input the description into the online entry form accompanying their online submissions of their entries.
  • Entries can be submitted online via www.heritagefest.sg upload facility before 11.59pm on 1 June 2009. Details of the upload can be found on the website.
  • Participants are advised to submit early online to avoid technical problems posed by last-minute heavy user traffic, e.g. server congestion, failure, etc.
  • Entries received after the closing date and time will not be accepted for whatever the reason.


17. Judging
  • The Organisers will convene a panel of judges to determine the first/second/third/merit winners from the Youth (25 and below) and Open categories. The same panel of judges will also shortlist the top 50 photos from both categories.
  • Their decision is final and no correspondence pertaining to the judging and shortlisting process will be entertained.
  • Open judging will be held on 14 June 2009, 10.00a.m at SAFRA Mount Faber, Diamond Room. All participants and the public are welcome to observe the judging process.
  • All winners and participants whose photos have been shortlisted will be informed by the organisers by 20 June 2009.


18. Organisers' Rights
The Organisers (defined as the National Heritage Board and SAFRA Photographic Club):
  • Reserve exhibition rights and publication rights to winning and selected entries in print, broadcast and electronic media without requiring the permission of the participant and without any fee payment. However, the Organisers will acknowledge the participants if their entries are used;
  • Have the right to request that the participant provide autographs without charge when requested;
  • Have the right to send the artworks on tour within Singapore and overseas;
  • Have the right to use the participants' names for promotional purposes without compensation to the participant;
  • Will exercise every care in handling the entries but will not be responsible for any damages or loss when in its possession or in transit;
  • Have the right to disqualify any entry submitted for non-compliance with the rules and regulations and any copyright infringements;
  • Will not be liable for any copyright infringement on the part of the participants; and
  • Reserve the right to modify the competition prizes and its rules and regulations as and when necessary, without prior notice.

The submission of entries signifies acceptance of the above competition rules. Non-compliance may result in disqualification.
